I've wrestled a little with Drupal, Joomla and Mambo.

From what I can tell (and I'm no coder, but like to think I can spot good tech when I see it) these tools are pretty powerful especially if you are prepared to put the effort in to configure/customise. Couple that with the crowd/cow sourcing of enhancements and ideas and you could build a comprehensive web presence at a fraction of the cost.
